These temporary files are also an essential part of almost all other programs that would be used. You would be better served to create a limited user account on the computer to enable some functionality but prevent a lot of other issues. There is also a policy editor that will enable you to stop some functions but that must be used with extreme caution as it enables you to "cut off the limb you are standing on and" totally crash the computer.
