I have a problem where I can't select "Lock the Taskbar" when I rightclick
on the Taskbar.  The item is shown but it is grayed out and not effective.

Click Start > Run > Type gpedit.msc
Goto:
User Configuration > Administrative Templates > Start menu and taskbar
Change Lock the taskbar policy to Not Configured

If you are using XP Home you will not have gpedit.msc - that is in XP
Pro

If not then edit this registry setting:-

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]

Look for DWORD value "LockTaskBar" and it will probably be 1 which
makes the item greyed out

Change it to 0 (zero)

Or delete it altogether.  Either way, don't forget to log off-on/reboot.

Mine changed it back and forth between active and greyed out without a
reboot.
